Like we see in the screen shot, avatar is replacing the space of text. I dont know how to change it. Want to have max size of avatars 250x400, but it always replacing the text from other table.

How to fix it ? Do i must change the size of avatar to smaller always ?

Did you try to set size in.
ACP > Display > Avatars > Avatar gallery > Personal avatars > Maximum Avatar File Size ?

Well tell them to use "Upload an Avatar from a URL " , because its same , but this will resize avatar to proper size.

Problem with uploading is, error! File Too BIG. so to upload anyway will need to do resize or make it lower quality, cannot make it to lower quality.

So only way is to make resize them and make it shorter ?

Probably is too big if you try to upload .gif
Code:
.poster-profile > a img {
    max-width: 250px !important;
    max-height: 400px !important;
}

Try to use this CSS.

Add this to your css.
Code:
div.postprofile dl dt a img {
    max-width: 250px !important;
    max-height: 400px !important;
}

It must be at the end of css or in a specific place ?

Added at the end in:
Go to ACP > Display > Colors > CSS Stylesheet

Clicked Sumbit and still nothing happened.

Add it at the top of the css. Also, you will need to reduce the width & height. Try this one.
Code:
div.postprofile dl dt a img {
    max-width: 200px !important;
    max-height: 200px !important;
}
