I am the "owner/founder" of a forum that currently does not have any other managers or moderators. Is it possible to create a new manager with co ownership rights of the forum ?

You can always add other administrators via the administrators group. There are still certain things in ACP (such as the templates and credits sections) that only the founder can access, however.

One thing you could do is use the Admin account only for administrative duties, and use another account for normal forum participation. Then set both it and your co-owners' accounts to be admin accounts. If you or your co-owner ever need to access anything restricted to the site founder, you can simply share the login details of the founding Admin account.

Darth Apple is correct about that you can not have two founder accounts (full access to the administration panel).
