Can admin set rank for members?

Help me! I know how to add members to group but i dont know how to add members to rank!
I know member can reach rank if they have many posts but i want admin can set rank for members even they dont have any post!

Administration Panel > Users & Usergroups > Users > Search Users
Locate the username of the member who want to give a rank.
Press the username which loads the profile.
Scroll all the way down to the bottom and look for the drop-down menu for ranks.
Do not forget to press the save button.
