Black Color Background + Additions I Would Like to Implement

In progress Black Color Background + Additions I Would Like to Implement

Im trying to make my background to be a pure color of black. I have entered in an image of nothing but the black color, used the link to upload the image, placed the link on the space provided, and recieved a "Saved" message with no errors at all. I logged back in the next day and saw that the background is still the same as it was. I checked the Admin Panel, but the image that appears as the background is that same image I entered the day before.

I would also like one of those drop down menus that slowly move down/up to let the forum user know about any announcements, recent events, information, etc and I would also wish one of those boxes that show recent topics created within the forum as well. I would like to know how do I implement those in my forums.

Look for this in you CSS stylesheet:
Administration Panel > Display > Colors & Pictures > Colors
