I am very sure that the WYSIWYG editor from forumotion was taken down. I think the one above is simply done via superior coding and they have WYSIWYG enabled.
To enable WYSIWYG go to ACP --> General--> Messages and Emails --> Enable WYSIWYG and hit save.
I think the text box has just been done with some nice coding.

Forumotion tried to use a text editor like this before, but they took it down because of many issues.

To add your own editor there is a tutorial available on http://www.avacweb.com/ note that unless you know what your doing, it can be quite overwhelming.
Please note that we cannot assist you for anything within Avacweb's private area (ie, where u have to register to see)
ForuMotion used to use this editor, which is heavily based and coded from CKEditor, but due to overwhelming user request this editor was removed from our forums within hours of it's appearance.
It will not be making another appearance.

The just leads to avacweb, Unless there is a visable tutorial that is open to the public and dose not require registration to see we do not allow links to other sites such as this. We been having a lot of people coming here asking for support for many of avacweb scripts, Most of which you cant even see the whole tutorial unless you register. The the rules here on forumotion support are that if it is something that is not open for all to see , then we will not allow the link to be posted
RadioHead is there a tutorial there that is open for all to see?, if so you can post that link, but if not i will have to remove the avacweb link if it is something you have to register for.
