Solved Banning someone but unable to?

Hi, I'm a Sub Administrator on http://freedomspalace.forumotion.com/forum
We have a new member who is trolling our chat box, being very rude and inappropriate and is not listening to me or any of the other staff about his behaviour.
I have tried to ban him completely from our site but have no way of accessing the forum admin control panel, nor the 'ban this member' button on profiles as it simply is not there.

Is there a way to ban them? Our main Admin is never on the site and we want to be able to let mew people in without this guy scaring them off with his trolling. We have given him warnings and he will not listen.

Hi. No i do not have access to that administration panel. I look at at that thread before posting this and I cannot do any of the options at all..

The only way is to have moderators(with moderation access) and administrators to actually ban that member, are there any other active moderators or administrators?

The only person who has that power is inactive...
I have spoken to her but she is not going to be online very often.
