Seems to be a pretty old tutorial, you can add the bbcode now directly on the forum's Edit.

Can you please provide your forum URL? Thank you.

Insert this here: ACP >> General >> Categories & Forums >> Edit >> Insert code on the Forum Rules area:

HTML
Code:
<table class="postbody"><tbody><tr><td class="rules content"><table style="background: url('img_URL') no-repeat left center #COLOR; border: 1px solid #COLOR; padding: 5px 5px 5px 60px; width: 97%; font-weight: bold; color: #; border-radius: 3px;"><tbody><tr><td align="left"><br>
<span style="font-size: 9px; line-height: normal"><br>
• Rules go here..</span></td></tr></tbody></table></td></tr></tbody></table>

CSS:
Code:

.postbody {
clear: both;
color: #COLOR;
float: right;
line-height: 1.48em;
padding: 0;
width: 76%;
}

#forum_rules table {
border-collapse: separate;
border-spacing: 5px 5px;
table-layout: fixed;
width: 100%;
}

You can replace the hex color with whatever you want. Also, the image. Wink

One big question: Is your forum related into hacking?

Use this one:
Code:
[table style="background: url('ICONHERE') no-repeat left center #BACKGROUNDCOLORHERE; border: 1px solid #BORDERCOLORHERE; border-top: 1px solid #BORDERTOPCOLOR; border-bottom: 1px solid #BORDERBOTTOMCOLOR; padding: 5px 5px 5px 60px; width: 97%; font-weight: bold; color: #; border-radius: 3px;"][tr][td align="left"]

• RULES HERE [url=http://help.forumotion.com/]Forum rules[/url]
• RULES HERE

[/td][/tr][/table]

Just change the #BORDERTOPCOLOR and the #BORDERBOTTOMCOLOR.

Ahh, you want it to be closer on the upper and lower part?
Try this one:
Code:
[table style="background: url('ICONHERE') no-repeat left center #BACKGROUNDCOLORHERE; border: 1px solid #BORDERCOLORHERE; padding: 0 5px 0 60px; width: 97%; font-weight: bold; color: #; border-radius: 3px;"][tr][td align="left"]• RULES HERE [url=http://help.forumotion.com/]Forum rules[/url]
• RULES HERE
