In progress Forum BOTS

Are there any BOTS, I am not talking about google bot or yahoo bot or something, I mean, a bot for only a section, Like introduction, I specify a message

"WELCOME ! HOPE YOU STAY ACTIVE"

And all the bot work is to post the message in every new topic in that section.

CSS is for design, this would require access to the server as far as I know, but nope we don't have access to such.

Nope, this would require access to the database, so it's not really possible, this has been suggested though.
