Forum Background and Logo?

In progress Forum Background and Logo?

I would like to customize the Forum's background and the main logo. 
I went to Pic management and tried to change a few things by uploading
images of my own, but they appear to look right, I chose another for the 
time being until things started looking right. 

Can anyone take me through the steps into uploading them correctly
so nothing looking uneven?

You have to host the images on sites like Servimg, Photobucket, etc. Then you use the links the sites generate for websites/forums. You can not just use an image from your computer.

I know I did that already, but what I'm saying is how do I
install them from within the Admin panel correctly so they look
good. I went to pics management and tried to replace the old
links with the new links and my background did not change
after I saved the settings. I feel I skipped a step or put it
in the wrong place.

It means that you will have to change it in your CSS:
Administration Panel > Display > Colors & Pictures > Colors
CSS Stylesheet Tab

Okay I got my background, now the little dividers that are green,
I've looked in the CSS coding and I can't find where to edit it.

I see that everywhere in my CSS, but could not spot it
in Pics Management. I want to change the color of the dividers

That is the green image that you want to remove. Just change the image's URL or remove the whole line in your CSS.
