You can activate HTML by going to ACP --> General --> Messages and Email --> Configuration --> Allow HTML
However the doHTML tag isn't available with Forumotion as you can see from these previous threads about it.

However in the first thread I linked you they say you can do a blend of HTML and BBcode as long as you have them both enabled on your forum, you just don't use the doHTML tag.
Although I'm not sure how effective this is. I know on other free forum hosts it is available but I don't know how they work.
