Video as a background via HTML and CSS
Hey! I have found this beautiful tutorial for video background:

I followed the steps. I added his CSS to mine and created a html page with his HTML codes - I set Do you wish to use your forum header and footer? YES and Use this page as homepage? YES.
It's working, but only for 'homepage' (the rest of my forum has a classic picture background) and the 'homepage' shows only banner and nav bar.
I beg you, is there any way how to set this video background for whole forum?

I'm pretty sure to set the video background on all pages you would need to be able to edit the template of your forum so you can add the html. If your forum version is the same as in your profile (phpbb3) then this will not be possible in my opinion. Even with a forum version that allows template editing this would be a tricky task to pull off with a big margin for errors, that would need a workaround. And to add insult to injury even if you did manage to make it work it would slow your forum down considerably changing pages, and would appear sluggish.
There is a reason most people don't use video as a background for html pages, its because of the functionality issues it presents. The best way to use video for site layouts such as backgrounds would be with servers dedicated to flash driven sites, using "Dreamweaver" by adobe, and others. Even then not everyone can view the site unless they have flash installed on their computer. The code from the link you posted is referring to using flash video formats.
I think you should consider leaving it on your html page only, because to add it for your entire forum is tricky and possibly not doable, and if managed to get done will have functionality issues. However, if want to go ahead and do it anyway you're best bet is to use a forum with template editing such as punbb or phpbb2. Using phpbb3 would be a nightmare requiring javascript that would slow your forum down even more. Javascripts should never be overused by having too many, because they slow sites down considerably and cause errors, and it seems they ALWAYS have browser compatibility issues.
