Adjust the position of the announcement bar?

Hey there! I was just wondering if anyone could tell me how to adjust the position of the announcement bar?

For example my forums is: www.aetron.4rumer.com

I would like to reposition the scrolling announcement bar to where it is under the banner and above the navbar.

My forums version is Phpbb2

Any help would be greatly appreciated! Thank you
