Uploading avatars and smileys

One of our members recently complained about her avatar going missing. I didn't take too much notice right then until another member complained about being unable to upload an avatar. I presumed the picture she was trying to upload was possibly too large so she emailed me the pic and I resized it and attempted to upload the avatar for her. The avatar wouldn't upload. Not directly from my computer or or by placing an url of the pic to upload. It just isn't accepting it. I've even tried a pic of my own to upload in her profile and its not accepting that either. Its simply not uploading anything. 

The smileys too seem to come and go. Every now and then I log on and the majority of the smileys have disappeared. Members too are complaining about this. 

Any ideas what the problem might be?
