Solved Am I allowed to adopt this forum?

The forum has been abandoned completely -- no admin has been on since 2012. I've contacted the admin and have gotten no response. There's only one problem, I have only had an account for about 1 day. Am I allowed to become an administrator on that forum, or should I have to wait a couple more weeks?

(Sorry if this question has already been asked, I checked FAQ and it was not there)
