This text is default in the software. It is just meaning that your site is in "holiday" mode or you have just set it so no new members can join. There is no way to be able to change this text. If you want to do something similar though, you can put the site "under construction" and change the text though that to say what you want. Check image below for a visual demo.

hello, its contruction (maintenance), but i mean is
I closed the new member registration. not contruction
then i want to change "Administrators not allowed new member" with my text

As I stated above, that cannot be changed. That text is default in Forumotion and as far as I know you cannot change that but I am not 100% sure. I tried looking into it and searching for topics like this but I never found anything related to this. So as far as my knowledge goes, I do not think that you can change that writing to your own.

Hello erchima,

You can add this to your CSS :
Code:
p.message { font-size:0; }
p.message:after { content:"Message text here"; font-size:12px; padding:3px; }

It is using kind of an ununique selector so if you find problems try this javascript instead to keep it to the registration page :
Name : What you wish
Placement : In all the pages
Code:
jQuery(function() {
if (document.location.href.indexOf('/register') > -1) {
jQuery('head').append('<style>p.message { font-size:0; }p.message:after { content:"Message text here"; font-size:12px; padding:3px; }</style>')
}
});

To change the message text, just edit the content property value :
content:"Message text here"
