Is it possible for a member to create a topic to one section then after they posted it, only he/she, admins, and the mods can view the topic? Confused

I don't believe that's possible.

It is not possible, unless you create groups and set the permissions for a certain forum.

Hello,

This can be partially possible with the right permissions and set up. You can make it so that someone can start a new topic in a forum but only admins and mods can read it. Is that what you would like? The topic started will not be able to read it, though, as far as I know.

Yes, that will work for me sir. How can I do that?

Create a forum or modify an old one. Set the permissions where members can start a topic, but not view/read topics. Check the boxes to read for staff groups. Make sure to be in the advanced mode of the permissions page.
