Smilies in Private Messages

Someone sent me a private message on my forum and I was going to reply to them and noticed that the reply box got smaller and the smilie box is not showing. How can I fix this?

I have the same problem, the reply box is smaller and I can't use smilies or stuff like changing my font. The smiliebox is gone. It is only when i want to reply of write a new PM.
I tried to clean catches and other browsers but I  still have that problem.
