Sticky button option?

I was on my forum today trying to make a sticky thread and realized I don't have the button for that. I am admin of the forum so I know I should have access to it, but there isn't one there. This is what I see as far as options http://prntscr.com/3jixk3 I've also read over https://help.forumotion.com/t3339-stickies-and-announcements and it doesn't have any thing in it that would help me with this issue. I've searched my best through my administrative panel to try and figure out the issue, but no luck. Any ideas?

You can make it appear 

AP>Display>Pics Management> Advance

That's not the issue, I have pictures in there loaded for the buttons, they're just not showing up when I go to the forums.

After checking your forum, I know where your problem comes from.
Go to PA>> Display>> Pics management>>Mini icons>> +/- icons

On +/- icons there were no images:


By consequences +/- were missing on your post reply and you were not able to access "options":


I have added for you +/- buttons by default but you can change them.

But, now you have the option available
