Can I change this message when somebody click register "The administration have forbidden any new members at this time"

Try this.

ACP -> Users & Groups -> users options -> select 'allow new members' "Yes"

i don't want to unlock forum,I want change this message  "The administration have forbidden any new members at this time" when somebody click Register. I want to put message like "If you want to register contact administartor at email"

Hello,

You could create a HTML page so:

When a guest visits your forum a big page would come up and you could add a message similar to this 'WARNING: If you'd like to register/create an account please contact the forum administrator at example@example.com'

But if you'd like a HTML page you'd have to request this in our coding section Smile

Also you cannot change the message when you try to join its default.
