Quick reply for guest
Is it possible to enable quick reply section for guests? If not can I somehow costumize "post reply" section?

If you have quick reply activated and allow guests to posts replies, then they should see the quick reply box.

Yes but only with admin. When I log out and open thread as guest quick reply does not show up.

The quick thread would only be shown if you allowed guests to be able to post.
To review these permissions, head over to Administration Panel >> General >> Forum >> Categories & Forums >> Desired Forum >> Press the button
Here you can tick that guests can make topics/reply to them. This should fix the issue.
If you can post here that you reviewed these permissions and you have ticked guest to reply to threads, then we might be able to help some more.

The quick reply editor does not show for guests, they must use the post reply button.

I thought it would be possible through templates, however, when removing the special comments for who is logged in, it still doesn't show for guests. Since that's the case it would mean the quick reply wasn't designed for guests in mind.
