like that and how do i put inside a thing like how forumotion has it in a green rectangle and how do i create another webpage but with my websites theme exactly as it is and how do i make a a latest tutorial widget like on the forumotion portal and put the link inside a box like it has it

You can add forum rules here :
Administration Panel > General > Categories and forums >

There you can write rules and choose where they display in that forum.

Are you trying to make a password stealing page?? im no professional but but u wanna change the login page and make a page look like ur theme....

Okay, what is your problem with the navbar links ?

it wont let me edit the login

You can not edit some of the navbars.
