How to add a global message in phpbb3

I know how to add a global announcement but how do you add a global message that appears at the top of every category that appears in a seperate little box that is above everything else?  It is similar to a visitor message but it apears at the top of all categorys.

Have you tried the announcement module ?
Administration Panel > Messages and emails > Announcements

There you can enable the feature and creat announcements
