Global Announcement Option Missing

I tried to post a global announcement today so that the thread would appear in all forums and there were no options for posting either global or regular announcements or stickies.  I went to my moderator control panel and was able to post the thread as a regular announcement but there has never been the global feature accessible from the control panel.  How can I get the global announcement feature back?  It is something that I use on a regular basis.

Could you post a screenshot of the text editor as you are about create a new topic?  Make sure to include the area above and below the editor.

Here is a screenshot showing the "options" section which is usually where the option to choose a global announcement, sticky, etc. is at.  There is nothing there.  If you need a screenshot higher up, let me know.

I wonder if the additions of tags/hashtags has caused a problem?  I have not checked off to use these features but perhaps something changed when they added them.




Edited to add that I figured out the problem.  The options window closed somehow and I didn't notice the small plus sign off to the far right until after I posted and enlarged the above image.  I clicked on that sign and the options opened up for me.

So sorry to have bothered you with this but perhaps someone else might find the same thing happen to them and not know how to resolve it as well.  I have no idea why that section closed up as I made no changes to it.
