A special forum

Hi there,
 i would like to create a special forum that is hidden from search engines, that is password protected and only members can join, that has the Personal Messages capability from a member to another disabled and i was wondering if there is some kind of auction tool because the forum i want to create has to do with assigning jobs to members and getting offers from them.

Νο, i'm sorry maybe i gave a wrong impression. What i want is a project assignment forum. That is i post a project as the administrator and the replies would be offers
for example "I can do this for x amount of money". But what i want is this forum to have those special features above.
