Problem occurs when not logged in

Description of problem

On our Portal page, if you look precisely beneath the very top header tag..there is wording installed by th owner that describes our forum ..it shows up in white lettering..but, if not logged in, the last three words in the description are linked to another spam website, namely, roverebay...  I tried to fix in when logged in the administration panel but the problem is not occuring in the forum when logged in.  I only see it on the portal page and only when logged out.  

Here is the sentence i refer to "A place to have fun and make friends, collect and design awesome tags."
the words "design awesome tags' are linked to rover ebaby.  Can you help us get rid of the link?

Try this: ACP-->General-->Configuration--> Text ads activation for guests (underlined)--> Make sure No is ticked and save.
