Thank you for replying me brother what im trying to accomplish is that the image with the sideroll with forum updates. you can refer it here LINK HERE can you help me with that the DA homepage message one with the DA Forum News And Updates with image icon and words and with scrollbar.

Here's a simple example :
It should be placed where HTML formats, such as the homepage message or HTML page. It's just a set of blocks along with a single image, the rest is styled with CSS. All you needed to do was place an image next to the block that contains your text and initiate overflow-y so you can scroll vertically. The image itself is position absolutely so you can move it wherever you want.
Anyway, it should give you the following result.
