Solved What do you call this? (Under the nav bar)

Hi guys. Anyone can tell me where can I find and edit this in Administration Panel? I forgot it already lol

I've looking for that in Administration Panel but I can't see it anymore.

DraxionAdmin Panel -->> General -->> Messenges and e-mails -->> Announcements -->> Scroll down to Announcements List
