Mobile version questions + css

Hello guys.
Its the first time that i'd like to edit my mobile template , i run a forum with lot of people and i have received requests to fix my mobile version...
well is there any section with the css code that i can use to change color , backgrounds for example of the menu , the forum bar etc ?
moreover , if someone chose to exit mobile version and go into desktop version , is it possible to return after in mobile version?
