Theory tells, that on the top of list should be all administrators and moderators. As you see, there's different. 
"Austria", "Nauru" and "Turcja" are all admins. No one is "first admin" - the most important account is common for us 3. Two of admins was played with our users, some of them got "moderator status" for a few minutes or one day. The list crashed one day and now every user, that was "mod-on-a-minute" is higher, than "Austria". This account got the admin function at the latest, but later we made 2 real moderators and they are also in head, like "Nauru" and "Turcja".

How can we fix it? Maybe it's not important, but sometimes it's just irritating.

It is true!
That's pretty interesting, is not so difficult to solve, the party responsible for the list is this:

Edit: According to the return of the JSON chat messages, we can classify users by the level of each using the chatLevel string as marked in the image below:

The userLevel string refers to the global designation as follows:
0 - Members
1 - Administrators
2 - Moderators

But what I find most important is the chatLevel string because it returns the values we need to organize the list!

Well, that's basically it, there are several ways to classify, I am studying the option that will have the best performance... study
