Solved Changing Limit of Topic Title Characters?

I posted a topic, and it told me that I couldn't post anything with a title less that ten characters. I went to the Admin Panel to see if I could change this, but I don't see anything that tells me where I can. It's not a big problem, but it is one nonetheless, and I'd like some help. Thanks for reading this.
