Banning not working

Hello,
I have banned a user via email, username, and IP address. This is the 4th time he has returned with a new account and has evaded ban. Please explain to me what i should do. My position on the forum is founder.

Is this member using the same username and email?  A person can use a different username and email to create an account.  Also if a person uses a proxy, they will have a different IP address.

No, they are using different usernames and emails but they are extremely similar to the point where I can tell its them. I have banned all the usernames and emails so far which were 4 and his IP but like you said I believe he is using a proxy

You can set it where the administrators have to activate the accounts.  This might stop the person after awhile.

Thank You, however is there anything else that can be done for this, say like making the site detect someone using a proxy and not allow them to access/make an account?

Sorry, there is not an option for that.
