I would like the forum announcement template that is in that thread. But I would like mine to fit more with my forum and the niche` I have there. Is it possible that something like that can be made? If so, I can give you the details I have so far.

It's a templete(code), there is no header image.

Perhaps requesting this in the Design and Appearance Section might get you the results your looking for. As KpuCK0 stated thats a template made with coding.
