unable to log in as admin

Description of problem

I have not been able to log into the forum I created since 2013. Apparently I forgot my password. Trying to create a new password, the system gives error: "The security 'Disallow admin to send new password' is active in Admin Panel > General Admin > Security"

The Catch-22 here is quite obvious: I cannot log in to update the security settings to give myself access to log in...

I had given up on ever using this forum again but today decided I'd give it one more try. I tried to set up a new forum to replace this but it wouldn't allow me to create a new forum with the email address I had used to set up a different forum in the past.
