Unwanted name glow appearing by itself

Who the problem concerns : A few members
When the problem appeared : 2017-04-04 for the first time, and now again, on 2017-04-27. It appears completely random to me.

Description of problem
I have noticed that some users on our forum have glowing usernames, akin to the forum founder account ('Admin'). These users have absolutely no extra status or permission compared to normal users, and their name glow appeared as soon as they made their accounts.We have asked them, and they have no idea why that happens either.
While we can somewhat get around the problem, it does not help that new users will think random people are admins or the likewise. Help would be greatly appreciated.

Hello did you get your layout from Hitskin ?
if yes then the files are saved in the ACP / CSS files.
when a member makes the skin for the forum they save it to hitskin and all the CSS files get saved on the system to.
What you need to do is the following.
ACP >> Display tab >> Pictures and Colors >> Colors >> CSS Stylesheet >> in the search box
type in this
delete all of this code
now look for the same code all the way down your CSS files it will look the as the big part of the code but you will see the part /u1 will change to a new number on the end
just remove all of the codes that start off with

One more question though, if you're willing to bear with me: Why does the glow act that way (as in, appear randomly)? In my case, u1 is the founder, and it makes sense for the glow to be there.
The other two are u7 and u11. Both of them have made their accounts in the exact same way as all other users, and for some reason they got the glow, while others did not. They have no extra contribution to the forum in any way either (heck, the latest one is a brand-new user with a 0 total posts).
Any idea why it happens?

When the member who made the skin for there forum that may have had staff members that are them users. so when your members made there account on your forum the system will look for users starting with the u 1 and so on so as a d in you are u1 and it found your name and added the glow.
This is not a setting we have fixed in to acp but a plugin.
so the member who made the skin made the code to fit to he's / her members it just moved over when they uploaded the kin to hitskin,
so as soon as your members made an account when it found member u1 it adds the plugin then when member u7 made the account and posted it then found that number in the CSS files and added it to the member aswell.
When member u11 come in it then added the code to them.
so removing the codes will stop this coming back.
