If you want to try another CSS rule, you can try this but I can't guarantee it would change other images on the forum. But... it's worth a shot.
Code:
td.row1.gensmall img {
    width: 150px !important;
    height: 150px !important;
  }

A little advice for you:don't use phpbb2, it sucks. It uses tables(you're forum will load slower cause of this), the selector are messed up etc. There are other better options. If I were you, I would use punBB.
About your issue:delete all the codes you added to try and change the size and add this:
Code:
img[alt="avatar"]{
width:150px !important;
height:150px !important;
}
