Why are forums and themes mixed? Empty Why are forums and themes mixed?

Good day.

"I am admin on one forum and lately I have a lot of problems.
When I want to set up a new category and a new forum, i.e. The title, I find another one or more of the topics already posted on the forum.
How is it possible for themes to come to the new title? Please, can you help me.

The forums are from the archive, so the archive has been deleted, but the same problem still remains. My themes are introductory: rules, explanations and the like

The problem I have is still, but now with the members.
I had 540 members on the forum. Two days ago I deleted more than half inactive, who never came to the forum, so there were still 230 members.
This morning all the deleted members are on the list again and the total is again as before. What should I do?

There is a mix of user groups, so there is a rank Moderator on the profile that does not exist anymore, as well as a VIP group member who does not have enough posts and more. Tell me what I'm doing because I lose my trust in my members.
