Well, similar to what you've already done but in cartoon instead of photo With blue and yellow (and maybe a mottled blue/yellow/white middle bit? If you can trace over what you've done as a drawing....and crisp up the font? That would be wonderful

Ok, I'm the one who made the request, I say what is good and what isn't. Someone commenting on something they have not requested is their opinion and not relevant in this thread. What I thumbed down was someone making a negative comment on something when it's not their place to comment and they didn't even have a try at making one themself.

I am taking all 3 ideas to my fellow admin for discussion. Thank you so much to those who have tried to make a banner for me - I appreciate it very much

I took the original from DSDU's site, put it as a sample then drew it with a graphics tablet, I love drawing and painting the ocean, I flicked the white crests up a bit much, then went into effects and posterised it so it would look cartoon like.
I didnt think of looking for a ready made background.
I shall if I do another one
