disable posting
some annoying member who is spamming all the time, i would have an option to disable posting, but he can still view all threads and posts like normal member, just he can't post and
+ admins have an option to wrote something to him like "You can't post anymore ..." on the top of the forum, this is instead of ban him
ps. if some of mods can change my text to something more understandable, thanks

I say yes. They could get a spammer rank and not be able to post for a certain amount of time. Very helpful, good suggester!

That's what I was thinking. I think if you prohibit someone from posting at all, they'll just leave. I would rather limit them to X-amount of posts, something the Admin can set (like 5 posts a day or 2 posts a day or whatever). That way, they can still participate in the forums but are encouraged to make those posts count for something, and if those posts are still junk then at least it's limited to just a few.
This could encourage a member to grow out of spamming up the place, too. If they have to make every post count for something, then it can lead them to becoming a quality poster, and maybe over time the Admin can slowly lift that member's posting restrictions if they are showing improvement.

I kinda misread you. I read "a certain amount of times".

i vote no u can already do this with permissions and if he tries to post it will say he dosent have permissions anyway so this is kinda useless

I vote no because you can just create a custom group and set the permissions to read but not to post.
