Can we have an area where we can discuss about forum stuffs like somewhere where we could recruit moderators, or post our forum links beside the forum promotion, because that area is mainly for promotion purposals only.

This being a Support Forum, I don't think a section for such posts and threads is required. I mean, if you want to advertise for Moderators, then you are allowed to do so in your Presentation.

For that reason, I vote no.
