I assume you are referring to the Portal :

Admin Panel >

Modules tab >

Portal & Widgets -- Portal Management >

On the next page, select Yes beside Show the portal :; Save the settings afterwards.

Hope I helped,
Rok

i dont get this part
Now place them in at the Header and Footer position respectively (or vice versa if you insist Lol)

Ok, you're done Smile

No I' not, it's just an empty portal I have

Ah yes Smile
Edit these blocks and put the HTML you want in it Smile
(Be sure to activate the switch editor mode button)

No when you type in your forum's address you'll land on the portal, which is you're HTML Homepage

To begin with, you need a HTML page, an image and a site.

Code:
<BODY BGCOLOR=#AFCCDE>
<center><img src="http://www.commentsyard.com/graphics/welcome/welcome136.gif"></center><br><br>
<center><strong><font color="white" face="Arial">Welcome to RPChat </font></strong></center>
<center><br></center>
<p style="text-align: center;"><a href="http://rpchat.friendhood.net/forum"><img src="http://www.munyungo.com/images/button_enter.gif" width="144" height="52"></a></p>
<a href="http://www.forumotion.com" target="_blank"><font color="#AFCCDE">forumotion.com</a></font></div></BODY>

BODY BGCOLOR is the color for your background
img src is the URL for your picture
a href is a link
width and height specify the width and height of the image
and if you want it to be your homepage, you've got to put the forumotion address somewhere on there.

Just as an FYI, that HTML I've pasted comes out like this.

If you need any more assistance, just ask :3
