I put no because you have user groups

If you want a rank to do this just make a usergroup of that rank and have that rank in the usergroup

Are all 400 of those users going to be allowed in this section? If so, why do you need to make a separate group? I'm under the impression that the OP wants people with higher post counts to have privileges, not the 1 post count guys.

I'll say no for this one as well since I'm already on a forum that does this with user groups and we have over 1k members, so I know it's not hard.
