where will save topics deleted,or need to create an basket ?

I can't understand your question, do you want to save deleted topics? I don't think that's possible.

yep, just create a basket/garbage forum then change the settings of the basket forum on admin panel>general>configuration>'basket': change it to designated forum, then you can use the 'send it to the basket' on the moderation tool to directly send a topic on the designated basket forum.
