Understanding Widgets

I am new to this forum and have just started one myself. My question is on the administration panel > Modules > Forum Widgets Management there is an option for rights on "addition of existing widgets" and "Addition/deletion of personal widgets". What can members do with widgets?

Also is there a way to allow users to customize their own page with whatever widgets they want? I get the feeling thats what the rights were for but im not sure.

Any help is greatly appreciated.
