Solved Attchement Thumbnails

Im setting up attachments on my forum and im trying to get max size for thumbnail to be 450x400 but it goes to 150x150. Any way to get it larger.

Also where and how can i stop members from uploading videos and music for copyright laws. Dont seem to find what their allowed.
