I don't know how you can edit them, but I know how you can make your own.
1st go to AP >> Display >> General (Under Templates) >> Click to edit "agreement" >> then find this code, {AGREEMENT}, and remove it >> click save >> click the green plus.
Then go to General >> Additional Rules (Scroll all the way down, its under Rules and FAQ) >> Enter your rules >> Click Save.

You can't edit them, since the service you are using is from forumotion, but to add more message to that field, go to admin panel > advanced mode > make sure your admin panel is advanced > scroll till you found 'additional rules' > you can add there and save the changes.

You won't be able to remove it, it's not possible, however, you can add some as I'd mentioned above
