Sidebar Help

Hello, I have been trying to figure out a way to somewhat make a image appear over my sidebars.
I have tried this multiple times before asking for help, but yet to figure out a way.
I was trying to do something similar to these for my forum.


If this is possible and can be done, how might I go along making them?
