Vm notifications Empty Vm notifications

Does anybody know how to make notifications for vms? Like a custom html page that was just like the pm notifications but redirected to your vms and changed numbers when you had unread vms. Is this possible?

It must be, they did it with pms, I think it would require some custom link making but I don't know.
