Hello , I bought some credits and i want to spend them on storage and time but for what is the time ?

the description said 'You can modify here the entire elements that improve the services brought by this forum to its users.'

but i dont understand completely Question Exclamation

Once you buy the storage you will have the option to buy extra time.

I have no clue where you got this:
You can modify here the entire elements that improve the services brought by this forum to its users.
