That not i mean >.< like a website and have a forum..
like portal, but we can share something on it..

Only way you can do that is by news.
Admin Panel // Modules // Widget Management // Activate Portal // Yes // Save
Look for News // Place in the center // Save
Click on Modify // Pick the topic // Save
