Need Help With Template Editing...

I already have a Forum with Forumotion which is EO-Hackers, and i have edited the template shit, like added some new font colors, and font families, and put a Copyright at the bottom of the forum...

But, my friend made a forum with Forumotion, which is TPP-Clan, and he asked me to add some font colors and families, so i went to the ACP, and went to "Display" Tab, and there wasnt any Templates there..

Is this because i am not the founder of the forum, which means my freind has to do it?
Or is it because the template editing only unlocks at a certain number of members or how many days the forum was made ago?
